MR. PEABODY - GALLIFREYAN POOCH

In the Tooniverse, sentient anthropomorphic animals share the same world as the human beings.  It would stand to reason that in such a universe, that same rule would apply to other planets inhabited with humanoids.

So in the cartoon universe of the Tooniverse, in which the Time Lord known as the Doctor exists - thanks to "Scream Of The Shalka", "The Infinite Quest", and "Dreamland", as well as cameo appearances in 'The Simpsons' and 'Futurama' - Mr. Peabody must have been one of those sentient dogs who dabbled in time travel.  (I would call them "watch dogs".)  And like the Doctor, he seemed to have a fondness for the Earth.
