From Wikipedia: Howard Phillips Lovecraft (August 20, 1890 – March 15, 1937)--often credited as H.P. Lovecraft — was an American author of horror, fantasy and science fiction, especially the subgenre known as weird fiction.
Lovecraft's guiding aesthetic and philosophical principle was what he termed "cosmicism" or "cosmic horror", the idea that life is incomprehensible to human minds and that the universe is fundamentally inimical to the interests of humankind. As such, his stories express a profound indifference to human beliefs and affairs. Lovecraft is best known for his Cthulhu Mythos story cycle and the Necronomicon, a fictional grimoire of magical rites and forbidden lore.
Although Lovecraft's readership was limited during his lifetime, his reputation has grown over the decades, and he is now regarded as one of the most influential horror writers of the 20th century. According to Joyce Carol Oates, Lovecraft — as with Edgar Allan Poe in the 19th century — has exerted "an incalculable influence on succeeding generations of writers of horror fiction". Stephen King called Lovecraft "the twentieth century's greatest practitioner of the classic horror tale." King has even made it clear in his semi-autobiographical non-fiction book Danse Macabre that Lovecraft was responsible for his own fascination with horror and the macabre, and was the single largest figure to influence his fiction writing. His stories have also been adapted into theater, film, and have inspired an award-winning role-playing game.

After the destruction of the Hellmouth under Sunnyvale, California, (with the rest of the town along with it) in the final episode of 'Buffy The Vampire Slayer', it would be hard for Buffy Summers to then stay out of the public spotlight. Especially once the theatrical movie about her was released (probably made by that covert group which I call "UNReel".)
And because he was a vampire, Damon would more than likely know the truth about the Slayers and have heard the stories of the current one, Buffy.
As for the reference to 'Xena, Warrior Princess', I don't think there's a Zonk here. We don't know if he meant it as a shout-out to Xena herself. He may have just been using the term "Warrior Princess" as a title to be bestowed upon Elena, mostly in sarcastic jest.
For Halloween this year at Greendale 'Community' College, Abed and Troy dressed up as the TV on TV characters Inspector Spacetime and Constable Wigglesworth.
I think everybody can figure out whom Inspector Spacetime is based on.....
This was probably another TV series created by that covert group known as "UNReel" . The interesting fact about it is that it was on the air in Toobworld a year before 'Doctor Who' began broadcasting in Great Britain.

From Wikipedia: Betty and Barney Hill were an American couple who claimed to have been abducted by extraterrestrials on September 19–20, 1961.
The couple's story, called the Hill Abduction, and occasionally the Zeta Reticuli Incident, was that they had been kidnapped for a short time by a UFO. Theirs was the first widely-publicized claim of alien abduction, adapted into the best-selling 1966 book "The Interrupted Journey" and the 1975 television movie "The UFO Incident".
Its importance is such that many of Betty Hill's notes, tapes and other items have been placed in a permanent collection at the University of New Hampshire, her alma mater. As of July 2011, the site of the alleged abduction is marked by a state historical marker.

Here's a crossover that skips the Toobworld Dynamic entirely. (Unless you want to count the fact that it's a video on YouTube. But then it would be a Zonk since Ferrell doesn't look anything like Ron Burgundy here.)
This would be a multiversal crossover between the movie universe (dubbed the Cineverse by Craig Shaw Gardner) and the radio universe (Radioverse?) which is set in the radio universe (because of the aforementioned look to Will Ferrell.)
It's a shame that in those last few second, the radio host had to ruin the whole thing....

I'm just "The Man Who Viewed Too Much", and "Inner Toob" is a blog exploring and celebrating the 'reality' of an alternate universe in which everything that ever happened on TV actually takes place.
Most of my theories about the TV Universe come from thinking inside the box and thus can't be proven. But I've never been one to shy away from a tall tale.....
