I'm about 90% sure that the "Republican" in that first spot is character actor William Bogert, who's been in many movies and TV shows, usually as a clueless bureaucrat, from the '60s through to the present day. This would be a very early credit for him; IMDb gives his DOB as 1936, so he'd have been 28 in '64.
